Question
QUESTION: What was the purpose of breeding toy poodles?

ANSWER: Hello Molly,
Other than for the reason that people just wanted a smaller Poodle, I can't really see any specific purpose for the Toy Poodle.
The Toy, Miniature and Klein/Moyen (a size between the Miniature and Standard) were bred down from the Standard Poodle, and they have about the same temperament (saying of course that you research the breeders and choose one that is a responsible breeder) as their larger cousins.  I know the Miniature Poodles were bred down in size so that they could hunt smaller game (pigeons, quail, etc) where the Standard Poodles would hunt duck, goose and pheasant.  As to the reason for Toy Poodles (who weren't bred for hunting) I think that they were developed for people who wanted a smaller, intelligent dog that didn't shed and was hypo-allergenic.

I hope this helps you some.  If you have other questions for me, please feel free to ask.
