Toy and teacup poodle

Hi i have a toy poodle girl aged 7 moths and a 3 year old Male Teacup poodle. The Young Toy keeps trying to herd the little one, she also grabs his fur and makes him yelp what can i do, he is such a stressy little one but dont want to break her spirit

Puppies begin life in a litter where everybody loves rough play.  As dogs age, they have less and less interest in puppies, their sharp little teeth, and biting games.  All the less so as the puppy get bigger than it.  You need to teach the puppy to leave the older dog alone.  As soon as the puppy starts to focus on the older dog, give it a sharp ''Ah, ah, ah!'' and offer it a chew toy.
