I am trying to get an immature male poodle to mate with a female shihtzu. Is there anything I can do to assist this process ?

Hello Christina,
I am not sure how much you know about breeding, but the female has to be in heat before the male will mount and breed her.  A female will first bleed, then nine days from when you first see blood she will be ready to breed.  A male should breed the female at least 2 times with a day in-between to let his sperm count build back up.  
If she IS in heat, make sure that it has been about 9 days or she won't be ready yet.  If he still isn't ready to breed her, put her outside and let her potty, then let her in and let him out.  He will go over and check out her urine, then pee on it.  After he does this, let him back in and see if he will be more interested.  You can also "tease" him with the female, by waving her tail in his face and by letting him come up and lick her valva.
