I have a pregnant miniature toy poodle and i'm pretty sure she has fleas. i want to get rid of them before they infest our house but i can't be sure it's safe.

Using the shampoo on your dog would not harm the puppies if you don't keep the shampoo on the dog for more than 3 minutes or so.  It is more harmful to the puppies if the female has fleas.  They eat her blood that the puppies need and they can give the dog heartworms that are very bad for the dog.  
The only probem with the flea shampoos is that it only kills the fleas that are present on your dog, not the eggs that will hatch within two weeks.  That means that in two weeks, you will have more fleas.  The best product that you can get for your dog is either Frontline Plus or Advantage.  These are the spot-on products that you put on your dogs shoulders and that goes into the skin to kill the fleas.  I would wait until the puppies are born and have finished nursing before using these products though.
