I live in Texas and I own a 1/2 breed huskie he has the thick undercoat which he sheds constantly due to the constant weather change how can I prolong or help him get out some of his under coat before he sheds all over my parents house?

Shedding can be a problem.  It's the biggest reason most siberians are outside dogs.  The best tool to use for removing the dead undercoat is called a shedding blade.  You can find it at most pet shops such as PetSmart.  If you can't get a blade, a long toothed metal brush such as a slicker or pin brush will help.
