I bought my husky approximately. 2 weeks ago. She hates the crate and cries  and howls for hours on end but that is not the major problem. She won't let us know when she has to go to the bathroom outside. We can be outside with her for 20 minutes at the specific spot we want her to go at and she won't go. She keeps pulling to go back into the house. When we go back in, not even 5 minutes later she goes on the floor. I don't know what to do. Do they normally communicate with you when they need to go out?

To make the crate a better place for the pup. Give her, kong, various chewies and toys only in her kennel. So she understands that the kennel is a good place where good things happen. The kennel will be part of the potty training. Was she pad, towel or paper trained by the breeder that you got them from? If they where trained to go potty on a certain surface they will only want to go on that surface so you will probably want to bring a towel outside and sit it where you want her to potty. If she was pad trained she will go there if she does praise her. You will be able to take a smaller and smaller piece of cloth out with you as she learns where it is okay to potty. If she goes in the house pick her up, even if she is eliminating (Usually the shock of being picked up will make them stop long enough for you to run outside with her and she will finish her business outside) and bring her outside and praise her. If she does not go outside take her in a and put her directly into her kennel, if it is small enough space she will not potty in it. Wait 10 to 15 mins and pick her up and carry her outside.
