Pom has hacking cough.

My pom is ten years old and has had this annoying like cough for several months now. I tried hairball removal, but didn't help. What about her flap in her throat?

Your dog may have picked up kennel cough, may have a cold.  At this age your dog may be suffering from heart failure.  Without hearing it, I cannot know what it is.  Collapsing Trachea sets in a long time before 10 yrs of age but is porgressive so if your dog had a problem all along then it could be getting worse.  You should have her checked out by your vet.
