You should purchase Puppy Milk Replacer and begin feeding every 2 hours (there will be instructions on the label as far as how much).  After each feeding, you must rub the backside with a warm wet cloth to stimulate it to go to the bathroom (mom usually licks the pups to do this).  Keep the puppy warm.  You should weigh the puppy daily to make sure s/he is gaining weight.  Continue to try to put the puppy on one of the mom's nipples as mother's milk is best especially the first 24-48 hours where important antibodies are transferred.  There is a possibility that mom is rejecting this one as she has an instinct that something is wrong with it.
