I HAD GOTTEN A DOG FROM THE POUND ITS A BLCK CHIHUAHUA THEY SAY HE IS 1 YEARS OLD BUT I DONT BELIVE HE IS....HE HAS BOLD SPOTS ON HIS LEGS AND AROUND HIS EYES AND EARS HIS LEFT EYE IS SWOLLEN AND HAS DISCHARGE HE SCRATCHES EVERY FEW MINUTES CAN YOU HELP ME PLEASE TO FIGURE OUT WHY HE IS IN THIS CONDITION

You need to take this dog to a Vet asap and have him looked at. He could have mange, he could have scabies which is contagious to people, or he could have bald spots due to bad diet. Young dogs are more likely to have mange then older ones.

He could also have ringworm which is also contagious to you.

Get him to the vet right away, especially for his eye. He might have a sticker or something in it causing him to rub at it.
