Area under my cats nose raw and irritated by constant licking

The other day I noticed that my cat kept licking the area below her nose. She continually licks it and it's gotten to the point where it's raw and irritated because of her sandpaper of a tongue. The only way to appease her is to pet her until she falls asleep cuz that's the only time that she isn't licking that area. And as soon as she wakes up from her nap, she'll begin to lick again but then I begin to scratch under her neck which will distract her from licking. Is there some kind of ointment I can put on that area underneath her nose or any way to prevent her from licking and licking? I can't afford to take her to the vet because I've been unemployed for 3 years already. She hasn't had any kind of health issues until now. I've had her for almost 10 years already and she has never been to the vet, she is still unaltered but she is an indoor cat and I will take her outside once and awhile to run around but i always make sure to keep an eye on her to make sure male cats don't get near her. I'm worried sick about her and am afraid that the area under her nose will get infected or she'll lick it to the point that the area will start to disappear and expose her teeth. PLEASE HELP...any advice will be greatly appreciated. And if I do need to bring her to the vet are there any resources I can apply to to help pay for vet bills cuz I simply can't afford anything :( Here is an image of the irritated area. You can try a steroid creme, but if that doesn't help, then she may need a shot of a steroid to work from the inside. There was no photo with your question.  There is something called a rodent ulcer that will show up as a raw area on the lip that they irritate by licking all the time.
