My pet has a tick beside of her eye and i can't get it out.

I can't tell you how many times I see a poor dog that their parent has been working on pulling off a tick only to find that it is really a skin tag (a small black mass). These skin tags are very common around eyes and can look like a tick.  

I would recommend taking your dog to a veterinarian, who has the staff and the equipment to properly remove a tick in a difficult spot.  And, more likely, will be able to determine that it is not a tick at all.

It's always a little embarrassing for the pet's parent to know that they have been trying pull off a piece of skin.  We see it all the time though, and we realize that it is an honest and caring mistake.
