My cat has an unsually long fang.  It hangs about a centimeter outside of his mouth, and every time it is touched, he seems to flinch.  The top of the tooth has something brown on it, and he will not let us touch it.  What could this possibly be, and is it anything that we should be worried about?

You didn't tell me this cat's age but I am going to guess he is an older cat. Their gum's recede more when they are older so the teeth do seem to hang out more, but it is actually hanging out of the mouth then it is dying and needs to be pulled.

The brown is most likely calculus from never having his teeth cleaned. Calculus is years of accumulated dirt, food, debris and bacteria all hardened into a cement like edge at the gumline.
It is unusual for a cat to have this so it could be a growth on his gum or an abscess.

In any case he needs to see a vet and have it looked at. He is in pain. Surely you don't want your cat to be in pain.
I will enclose an image of a tooth and teeth that look bad with calculus on them. You can see what the canine tooth (the big one in front) looks like with 'brown' stuff on it.

Whatever the case may be with your cat, he needs to see the vet and have it taken care of.
