Question
My cat itches, especially around her neck.  2 vets have said 'it's all in her mind' (but when she sleeps on the pillow next to me for a couple of nights, I wake up itching too!?!)  Her scratching and biting causes sores.  She licks out clumps of hair on a scab and ends up swallowing it, unless I'm right there to take it out of her mouth.

Would it be safe to use witch hazel on the itchy places, and would it likely do any good?

Fanya, I am so sorry for you and your cat!  Can you find another vet?  I would get a second opinion on this.
Yes, you can use a little Witch HAZEL on the area.... It won't do too much but take the itch away for a few hours.
YOU can also try some NuVET - mixed into her cat food or feed as a treat:
