listless beta

I just got a beta the other day and the water in his tank is already really cloudy.  It is a two litre tank with one plastic plant.  I changed some of the water and put the bowl conditioner in the new water but now he is just sitting not swimming.  Is there anything I'm doing wrong?  Is there anything I can do?  Also he's not eating.  I've read that its natural for the first couple days but I'm still worried.

The reason for his behaviour will probably be lack of space. Bettas need at least 5 Gallons, preferably more, so 2 litres is not enough. You should consider buying a bigger tank with a filter and heater. When this is provided, he will act normally and not be listless.

I hope you can buy a new tank for him!
