gourami I am new to this... This may sound dumb, but do you happen to know what kind of gourami this is? When I first purchased him, he was mostly baby blue with a TINY little bit of orange... now his fins are bright orange... is this normal?

Male gouramis tend to be much brighter than females so it's possible, especially with your bright gravel, that he is brightening up with his surroundings. I had Rio Von Flame Tetras that did that.

It looks like a Neon Blue Dwarf Gourami to me. See:
