hello sir, why few horses tilt their head cross like this, are they trying to evade the bit? how to correct this problem?

Again, the only objective here is to control this horse without sacrificing speed.
If this was a schooled riding horse ridden by a rider using the natural aids in a different manner ( seat, weight, hands and legs), it would be desired that the horse would yield softly to GENTLE rein pressure.

You would want him to yield and soften at his poll. not just pulled with a direct rein and brace against it.
