hello ma'am, what does "soft face of a horse" mean? does the horse in the image i have attached has soft face?

Good question again!

To ME, a soft face means that he is relaxed, "happy, not tense. His ears would be forward in an acceptance of the person next to him, or relaxed. His eyes would be "soft. Observe the different horses at a race track. Look at the horses as they are saddled and led tot he race......hard eyes. Note the difference in them as you are beside them and they accept your presence and allow you into their space and maybe you give them a treat. Then you would be seeing soft eyes.

Soft eyes would be part of a soft face. It follows through with humans. If they are meditating, or looking at a beautiful view, they would have a "soft" expression or face. If they are at work or angry, there well might be tension.

I do not think this horse has a particularly "soft" face. He looks a bit strained and tense or tired to me, and his eyes are not soft. His ears also lend credence to my opinion that he is not particularly at ease and without tension or stress.
