Several factors have to be taken into consideration when examining a horse's mouth for a correct bit size.

part of the determination. The bit should interfere as little as possible with a horse's tongue.
The palate of a horse (roof of his mouth) also needs to be considered. A low palate leaves less room for the bit in the horse's mouth. Especially with a regular snaffle (nutcracker effect) or a bit with a port, the height of the horse's palate and thickness of his tongue has to be considerd.
Examine the mouths of many horses. Find a large warmblood type and a smallish Arabian. Observe how the bit fits in the mouth from the side.
