Answer
Krystal,

There are a few things that I would need to know in order to  give you the best advice.

1. How old is your bearded dragon?
2. What type of substrate are you using? (sand, paper towels, tile, etc.)
3. What type of lighting do you have?

Here are a few suggestions:
1. Fill a bearded dragon sized container with warm (90 degrees or so) water.  Let your dragon soak in the warm water for about 20 minutes or until the water starts to get cold.  This should help stimulate his bowels.
2. If he's still not eating, you can begin to force feed him some chicken & apples or veal baby food.  Take an index card and pry open his mouth.  Use a syringe (without a needle) or dropper to put about a cc (1 ml) of baby food at a time into his mouth.  Let him completely swallow it before adding more food.  Depending on his size, he should eat 2-3 cc's at a time (several times a day).
3. To rehydrate him, you can purchase unflavored Pedialyte.  Warm the Pedialyte to 90 degrees or so and let the dragon soak for 15-20 minutes (they absorb nutrients through their vent).  Do this several times a day.  You can also mix Pedialyte into his baby food.
4. Cover his tank with paper so he can't see out.  This will make his environment less stressful.

If he hasn't had a bowel movement in 3 weeks, it's possible that he has an impaction.  You really should take him to the vet ASAP.  He could pass away from this.
