AnswerOf course. Most reptiles hibernate or aestivate. But I wouldn't assume that it just decided to hibernate unless you dropped the temps or lighting dramatically recently. Improperly low temps will reduce activity levels.
Reptiles find a space to burrow or hide before hibernating. I think your frog is probably sick instead and infections in captive conditions are common. I suggest a reptile vet checkup.
