Bearded dragons eyes will not open.

Question
Hi my beardie is around 8 months old from the time I purchased him. As a baby. 4-6 inches. His eyes are closed shut. He does not have a film or ooze coming out of them. I have tried opening them, I have brought him to local pet store. Vets around here have 0 knowledge with beardies. The best answer I have gotten so far is that his eyes are shedding? Well it's been two months and  I'm worrying my self sick over my little guy.

What type & brand of UVB light do you use?  Is it a tube bulb or a compact/coil light?  How close it the UVB light to him?
Do you use a bright white basking light or a colored light?

What type of substrate are you using in his tank?  Tiles, sand, paper towels, bark?
How long have his eyes been closed for two months?  
Has he eaten anything at all?

I need some pictures of your dragon & of your setup to look everything over.
It could be the lighting, or a nutritional problem.
