thanks+for+taking+my+question.+I+have+more+info+for+u.+The+uvb+bulb+im+using+is+a+reptisun+10.0+uvb+its+a+long+bulb.+Like+for+a+fish+tank+light.+Its+15+watts+and+about+4+inches+from+the+point+of+contact+with+my+dragon.+The+basking+light+is+about+5+inches+form+point+of+contact.+Its+a+100+watt+white+daylight+sun+glo.+It+says+on+the+package+it+a+neodymium+lamp.+The+temps+are+normal+but+at+times+the+basking+area+can+get+up+to+120.+I+am+aware+that+that+is+high+but+im+not+sure+wut+to+do+to+reduce+the+temp.+I+am+using+a+circular+thermometer+and+i+place+it+where+i+want+to+kno+the+temp.+I+think+the+tank+is+a+25+gallon.+It+was+givin+to+me+and+its+either+a+25+or+between+25+to+29+gallons.+Hes+ben+acting+like+this+now+since+like+the+begining+of+this+month.+If+u+need+anything+else+let+me+kno.+Thanks+again.

The UVB is a reptisun 10 flourescent tube bulb, ok that is fine.  However, 4 inches is way way too close for that strong of UVB light, so you will need to move it to 8 inches away, ok?
The Sunglo basking light is fine, however it is way way too close.  The basking temps should not exceed 110.  You are cooking him.
Please move the basking light to 8 inches away too.  You need to place the UVB tube light right beside the basking light & focus heat on one end of the tank so that when he basks he will get heat & UVB all at the same time.  The 25 gallon is ok for the moment, but will need to be upgraded shortly to at least a 75 gallon for an adult.  
The stick on round type of thermometer is known to be off 15-20 degrees so you need to get a digital probe or a temp gun to more accurately measure your temps.
I feel that he is way overheated, dehydrated & it is causing that type of behavior.  Having a UVB light that close to his eyes can cause extensive eye damage, balance issues & other health problems as well.  
Please move the lights to the distances that I have recommended.
Begin rehydration immediately using a mixture of water & pedialyte.  Use 3 parts water to 1 part pedialyte.
Is he eating anything at all?
