wow thank you so much, but now that u told me i checked on him and his penis is no longer out i think maybe he left it out because sand was stuck to it and he retracted it after i washed the sand off. once it is back in is there still any risk? should i stil apply any sugar water?  and why do his hemipenal bulges look bigger now than usual?  i noticed this on most of my other lizards as well.  sucvh as a slight change in my other geckos and beardies.  my leopard is housed without  a female so what could hae caused the prolapse?

my leopard gecko has a pig pink reound thing sticking out of his flap (sory i dont remember the more scientific names)  i think its been out 4 a while and he licked it a couple times. is this normall? what is he doing?

Ted, if this is isn't retracting then your leo has a prolapse! Wrap his bottom in a washcloth soaked in water that has been mixed with a lot of sugar...this will help decrease the irritation and help shrink inflamation and get him to a vet right away!  This is not something that can be dealt with at home! If your vet is closed and there is no emergency vet available, put him, wrapped up in a clean bin, with lights to keep him sleepy and get him to his vet as soon as the office is open.  Good luck.

 In most cases this happened due to a rise in parasite load, if it gets high enough, the animal has an increased urge to move the bowel, and the cloaca prolapses.  Sand causes increased irritation in the cloaca if during a bowel movement the lizard for an odd reason does not lift his butt along with the tail.  Dehydration can also cause it. I would have a fecal check made anyway since from what you said, the cloaca was out a long time.  A nice soak in warm sugar water may help, a good rinse and have him spend the night in a damp warm area without sand.
 As for the bulging, depending on the age of the animal, it is getting closer to breeding season.  And, it is sometimes normal for males to "stimulate" themselves.  Iguana and monitor owners often make or purchase what they refer to as "love socks" for this purpose.  And I have seen beardies really enjoy a branch.  Breeding season usually starts a few weeks after brumation, when animals are truly awake...normally the end of January, start of February.  However, some species can be earlier or later.
