Sick Chinese water dragon...I think???

My Chinese water dragon all of a sudden started to act funny. This all started last week Thursday. She doesn't want to eat, drink or even take a bath. She sleeps all day and night without really waking up. She seems to favor one eye and won't open it when she does wake up. She also spends a lot of her time laying on her heater. I need help ASAP!

 Have her seen by a vet.  Chinese water dragons do not hibernate so lethargy should be checked out.  My first suspicion is that you are using a compact bulb type of UVB source, if you are, replace it immediately with either a mercury vapor or regular tube fluorescent.
Compacts HAVE PROVEN to be highly dangerous to all forms of reptiles, causing blindness and death.  Check the temperatures in her tank with a digital thermometer with a probe on her basking site.  Laying on her heater means she doesn't have a correct heater, she could burn her belly.  All heat should come from above.  Change to a CHE (ceramic heat emitter) on a rheostat.  Please let me know how she does.
