hi i have a cocker spaniel and i want to know when is the best age to breed him

The male should be in top physical and mental health and each dog is an individual.

A male produces semen at 9 months but that doesn't mean he should be bred then.  A male takes 2 years to mature so you want to ensure that in that time he has no health issues or undesirable traits that would be passed on to his off-spring.

I guess the answer is when the responsible dog breeder thinks the dog is ready.
