2 year Old Cavalier Crying and Whining

I have a 2 year old male King Charles Cavalier.  He is the second one I own.  His "brother" is a year old and the dominant male.  In the last 6 months the 2 year old has gotten increasingly yappy, whiney and cries for everything!  My neighbors hear the cacaphony ( this starts the older one barking)and this is disturbing everyone.  Any advise?

You don't say what is setting him off, but my best advise is to get him into obedience classes for a few months, and start practicing "Nothing in Life is Free" with both dogs. http://k9deb.com/nilif.htm  You need to learn to be the alpha in the house.
