housebreaking an adult rescued chi

Question
I have recently gotten a rescue who had burns all over her body, she is almost completely healed now but she is 2.5 years old and pees and poops all over my house. I live in Buffalo, NY so it is very cold outside. I was wondering if litter training is a good way to teach her? She is very scared of everything except me, she never leaves my side other than to run and pee or poop (or both) I don't want to chase her to tell her "no" because I don't want her to be scared of me. Do you have any suggestions?

Answer
Litter training would probably be the way to go with her

The best way to do that is to buy a puppy pen,and put her in it,and put the litter box in it,and whenever she gets up from resting for a while,or every few hours just put her in the box and praise her when she does do something, also if she sniff around a lot put her in it as that often means she has to go and keep her in the pen until she uses the box for three days with out accidents and slowly let her out more. And if she makes accidents throughout the house, just place her in the pen for another three days or so
