Small clumps of dried fecal matter are firmly attatched to the areas light hair. Besides water, Is there anything else that could soften those clumps?

Answer
A sponge soaked in warm water- slide the teeth of a metal comb under the matt to lift away from the skin and cut away the problem using the comb as a barrier to protect the skin. If the problem softens enough you can actually comb it out. The trick is the professional metal comb.
