itchy skin

I have a black lab that constantly scratches and it is terribily annoying not to mention has to be having an effect on his skin. He is a very active waterdog and a house dog. During the winter we are daily the water so bathing isnt really an option. What else is there

If bathing is not the issue than you should consider diet. Inexpensive foods are loaded with fillers that most dogs have problems digesting and may manifest in many different kinds of problems. Anything from ear infections to itchy skin.
You may wish consider a knowledgeable vet/ dietitian since this is more of a dermatological issue than a grooming issue.
