Answer
small dog shaker syndrome-http://en.wikipedia.org/wiki/White_dog_shaker_syndrome
You will see that it does not say Shih Tzu however it has been found in Shih Tzu.  Also, you may want to check to see about the following: Pain can cause tremors or trembling and is a consideration whenever a disc injury or spinal
injury is suspected (from birth or recent fall or anything).
Neurological, muscular and skeletal problems sometimes lead to trembling, such as hip dysplasia (joint pain) which is common in the shih tzu.
And the last one is:http://www.geocities.com/Vienna/Opera/2167/#diagnosis
Kidney disease which is genetic and common in shih tzu.  If it turns out to be something genetic you will want to follow up with the breeder you received the puppy from because these are things that are covered in the guarantees and also should be tested for in the parents before ever breeding to begin with.  I pray that it is something simple like a case of nerves from a bad hair cut recently, a change in environments maybe. Have you changed his food, has he used the potty normal (is he backed up), my point is there is a reason for him shaking...Shih Tzu do not just shake and shiver without something being wrong so take him to another vet please.  Let me know and I hope I've been of some help and pointed you in some direction and I'm not trying to scare you just educate you to some things and it may hopefully be something really simple.
