I have heard from people that toy poodles shouldn't have more than 2 or 3 litters or they will start having problems. Is this true?

NO Its absolutely not true.  However you have to have a bitch that is well bred, breeding quality and healthy.  If you have just a pet quality dog then, no that dog should not be bred.  Only a dog that is going to improve the breed as a whole and not destroy it should be bred.  A dog that needs to match the breed standard as close as is possible.  A dog that would do well in the show ring.  That is the quality of a dog you want to be breeding.  You would also want to skip every other heat cycle.  Dogs that are bred every cycle become unhealthy and can have unhealthy puppies.
