I own a toy poodle - Chloe, she is a little over a year old and has been recently peeing in the house after being potty trained for 8 months. I took her home to visit my parents for a week and she had so much fun playing with the other dogs there, roaming around outside and peeing on grass. However, I live in the city where outside training is not an option for us. I am not sure if Chloe is testing me but she poops on her pee pad but refuses to pee there. I took her to my vet in fear that something may be wrong and they assured me she was happy and healthy. So I now I feel like this issue is related to me, perhaps I am slacking as a mommy. I try to give Chloe every ounce of my time. I take her with me everywhere I go. I really have no idea why she is doing this...I even went so far as to wrap on of our rugs in plastic (as the vet suggested) and she pee'd on the plastic!

I am open to any suggestions, I noticed in previous posts you ask about cleaning supplies and I assure you I do a thorough job in cleaning up her messes. I have a very strong pet cleaner and I spend about 30 minutes soaking, cleaning, re-cleaning and marking off the area in which she has pee'd. I have already lifted most of the carpets that I could but Chloe has pees anywhere! -- like my bed (even though I took down the stairs, my hardwood floor, rugs, etc.

Please help us, we need it.

You didn't say whether chloe is free fed or eats on a schedule.  This will make a big difference because if you know when she is eating, you will have a better idea of when she needs to go potty.  
If she is free fed, try and see when she tends to eat so that you have an idea of when she will need to potty.  

You might also set up a potty pen, (a dog play pen with potty papers covering the entire floor) and put her in it when you can't watch her.  That way if she potties, it will be on the papers.  You might also try to get her on a schedule of when she potties so that if she doesn't happen to visit her papers on her own, you can put her in her potty pen until she goes.  

They also have doggie diapers that you can use for her when she is in the house, but somewhat unsupervised.  You can find them at http://www.kennelkomforts.net/  They come in all sizes and colors and really help when you can't keep your eye on your girl at all times.  Its best to get 2 pair because that way, if they pee in one, you can have another ready and can wash the wet one.  You can also put panty liners in them to help keep them more clean, but sometimes a dog will pull the panty liner out, so you might try them first to see if she tolerates them or not.
