Question
I have a miniature poodle. She's never had any kind of medical problems, except she's almost completely deaf. When i took her to vet to see why she couldn't hear he said it was just old age. Her eyes are clouding over but she still seems to see good. She never had accidents wetting in the house. But now she's started drinking a lot of water and peeing on the carpet several times a week (I've started putting diapers on her). She's also started peeing when people come over or my other BIG dog comes around her.
She will be 16 years old in Aug. I know she could have diabetes or some other illness, or it could just be old age.
My problem is that i don't have money to spend on all kinds of tests and medicines that will probably be on going. She does not seem to be suffering in any way. Is it common for poodles to start losing control of their bladder as they get older or would this most likely be a medical problem?

This is probably diabetes.  Especially when you say she is both drinking more and peeing more.  Unfortunately this is something that will require a vet and long term medication.  So get her into the vet ASAP.  She may not be suffereing right now.  But with diabetes it will get worse and worse.  Infact she could have had it for some time.  Especially since her eyes are clouding over.  That is another sign of diabetes.  I urge you to take her to the vet ASAP.  You can disguss with your vet what would be best for her at that point.  She may not be suffering that you can tell but it comes down to quality of life.  You have to judge what is good quality of life for her and what isnt at her old age.
