Question
I have a 4 month old standard that I bought a month ago.  She goes to work with me every day in a health care facility and is around a lot of people, noises, equipment, etc.  She has been very easy to take to work ... no barking, goes well down the halls through"traffic" fairly well.  However, she turns her head or trots away (sometimes behind me & I promptly move) when anyone tries to pet her.  She also does this at home.  She also loves other dogs, but not 'yappy' ones or puppies.

When you approach someone, have your dog sit and then offer the person a treat to give to your dog.  Make her stay there and have the person let her sniff them, then pet her if she will allow it.  
If they are standing over her, see if they will come down to her level.  When a person is standing over your dog, it makes them look dominate and since your dog is more on the submissive side, she wants to give that dominate person their space.  When they get down on her level, they are giving her permission to come into their space and she should feel less threatened.  
You should praise her (she needs to see it coming from you so she knows that you approve) when she accepts people petting her.  

You might also think about taking her to Obedience classes.  She will benefit from the training and it will help her with her socialization.
