My fiance and I have a poodle that is 1 year and 4 months old. We have had her for a year now and she has been potty trained for 8 months- until now. Recently, our poodle has decided to quit peeing on pee pads and now she pees on rugs, floor, and mats...basically everywhere she is not supposed to go. My fiance is a extremely neat and cleans up every mess thoroughly, she has wrapped our large living room rug in plastic and picked up the other rugs but our poodle still continues to pee where she is not supposed to. This has been very frustrating for us to handle, neither one of us care to punish her but can't fathom dealing with this for much longer. My fiance has a lot of patients but she and I are both overwhelmed by these constant accidents.

I don't know if this is a factor but my fiance spent some time at her parents house recently where there are other dogs and an enormous enclosed backyard (which we lack due to living in the city) and since then we noticed the change in our dog. Her parents require the dogs to pee outside so at their house she is trained to go outside, but here she is required to pee inside. Any help would be great for us, our poodle is 3lbs and 2oz.

I would go back to the beginning when you originally trained her.  Watch her carefully and direct her to the pee pads when she shows sign of need to go.  Also try to learn he schedule.  

It could also be be a status challenge.  The key to most behavior problems is approaching things using the dog's natural instincts. Dogs see all the people and dogs in the household as a pack with each having their own rank in the pack and a top dog. Life is much easier if the 2 legged pack members outrank the 4 legged ones. You can learn to play the role of top dog by reading some books or going to a good obedience class. A good obedience class or book is about you being top dog, not about rewarding standard commands with a treat.
