I have a min. Poodle. He is about 10yrs. In the last year his paws look like they got Webbed. they look like Duck feet. Sometimes it seem that they hurt him and I can't seem to clip his nails with out it hurting him. But some days he is fine. They have never been like this before.

Poodles naturally have webbed feet as they were bred to be water retrievers, but they shouldn't hurt your dog like you are describing.  
What you might try instead of clipping them, is to use a file and keep them filed down every other day or so.  It is less stressful to the dog and shouldn't cause him pain.  I get a really good file from Sally's Beauty Supply Store.  They have a super wide and course file (big black ones) that works great.
