Blood in my Miniature Poodles Urine

My miniature poodle is almost 9 yrs old, she starting urinating blood. And the frequency of the times she has to go is 2x as before. She is still active but doesn't seem to have much of an appetite. Could she be in heat, her last heat i believe was about 6 months ago.

It could be an oncoming heat, but if it continues and she doesn't have a heat cycle, you might think about contacting your Vet.  The first thing you might look at is if the urine is tinted pink or if there is red blood in the urine.  If the urine is pink looking then the blood is coming from the bladder and could be something like kidney stones, intestinal damage/issues, or even from something she ate.  If the urine is bright red, that means that the blood is coming either from her vagina or from her rectum.  This could be the case if she is having her heat cycle, as they tend to run every 6 months (give or take).  
If you are still concerned, please give your Vet a call and talk it over with them just to ease your mind.  

Also, sometimes older dogs will go off their food more regularly, not eating for a day then going back and eating the next day.  I have an 11 yr old dog and he seems to eat with this pattern on and off again.  As long as your dog is maintaining a healthy weight and his feces is normal, I wouldn't be too concerned.  If you do call your Vet and talk to them about it, you might mention the appetite as well.
