Question
I just got a female who is 19 weeks old and weighs 4.4 lbs ~ and is about 6" tall.  Would she be a tea cup or toy and how big will she get?

Actually, according to the AKC, there are only 3 sizes of Poodles; Toy (anything 10" and under at the shoulder), Miniature (anything from 11"-15" at the shoulder) and Standard (anything over 15" at the shoulder).  The Toy and Miniature sizes were bred down from the Standard Poodle.  

Some people break the sizes down even further which gives us the Royal and Giant in the Standard Category, the Moyen in the Miniature category, and the Teacup and Tiny in the Toy category.  

Poodles tend to grow until they reach around 7 months of age and will continue to fill out until they are around 1 1/2.  Your girl could get to around 7"-8" tall and weigh around 7lbs, which would classify her as a Toy Poodle.  This is just my guesstimate though.  Your dogs height and weight will be more affected by her genetics and her enviroment.  If you know how big her sire and dam are, or other past sibilings, this will give you a better idea of how big she will be.  
Exercise, diet, stress levels, and health can also determine how much a dog will weigh.
