Maltese Puppies 5 weeks & Nutrition

I have a lovely lady who just had puppies nearly 5 weeks ago. We lost our air-conditioning, so she and the pups get the coolest spot in the house with fans. Recently, one of the pups, the only girl, started seeming much smaller then the other two boys. I watched her today go from nipple to nipple and then get frustrated and lay down and cry. I have never seen the boys have any trouble getting food, and I have seen her eat before. She got up today and went and drank water like crazy, it was her first time as far as I know. I am wondering if mom is not producing enough milk? What do you suggest? I thought about going to try and get a milk substitute and trying to get mom to eat more/drink more to help milk production and let her have a break for a day or two, will that help?

1 cup of canned Condensed milk or evaporated milk
4 ounces plain, "full-fat" yogurt ( don't get the low fat kinds)
1 egg yolk
1/2 teaspoon of NuVET Plus powder vitamins

You can also start them on some puppy mush.
Take some dry pup food ( A good quality brand) and soak it in some Formula...
Mush it up with a spoon - YUM YUM
