Getting my JR to come

We purchased a JR in Dec, she was about 5 months old, she is currently 10 mo. old.  We love her, but she won't come to you when you call her.  I have never had a dog that wouldn't come, I don't know how to train her for this.  We have to have 2 people chase her around a chair and she willingly gives up when she knows she is cornered.  Now that it is getting nice weather, she has ran out our front door a couple of times and the only way we have been able to catch her is by letting our yellow lab (her best friend) out and then call him back in and she will follow him in as long as we stand back.  When she is tired, she has to lay on our lap to sleep, so she likes the human contact, but when she wants it.  It has gotten to the point that we have to keep a leash on her at all times so if we need to catch her, we have a little better opportunity and if she gets out it is a little easier to catch her.  How do I train her to come when we call her and not to run?

She sounds like a Jack all right!!
The key to training is consistency and repetition. So using this technique, try to do it as much as you possibly can - over and over and over and over until you see that she "gets it"!
Tie a training leash (extra long) or a piece of long clothesline/rope to her collar; have one person stay with her and keep her in place; the other person should be at the other end of the leash/rope -
maybe you could start fresh and use another word instead of "come" - maybe "here" but of course any word can work as long as you use it consistently... Say the command "COME!" (or whatever) and use the leash/rope and pull her directly over to you. Go crazy with praise when she gets there and give her a reward like a small piece of cheese or some other treat that she finds irresistible! Rub her, pat her, say good girl (go overboard with the praise!). Have the other person bring her back to her starting point and do it all over again. Try different locations, hide around a corner so she can't see you but can hear your command - pull her directly over to you and praise her when she gets there. Positive reinforcement works wonders! Eventually you can practice without the treat, and just give great praise (but that will take a while to get to that point). Repeat, repeat, repeat. Eventually she will absolutely understand.
Now don't EVER EVER EVER call her to come and then scold or punish her if she doesn't comply. This confuses the dog and they associate the word with an angry owner. Only use the command in a positive way when training - once it sticks in her mind, she will forever know it.  Keep up the great work, I'm sure it's going to work out!!!
