Rescued Husky that wont eat

Question
We adopted an 18 month old male Siberian Husky and a 3 month old male golden retriever about 3 weeks ago.  All we know about the dog's history is that he belonged to a breeder who left him with a family member and never went back to get him.  The family member didn't want him and so he ended up in the shelter.  The week before we got him he was being fostered by the head of the Rescue we adopted him from.  

He apparently was eating fine there.  We got him home and he ate just fine the first four days.  We switched his food (from what he'd been eating at the shelter the first day we had him home)and he got constipated.  By the fifth day he refused to eat.  I tried a couple of other dog foods including canned food and he wouldn't have anything to do with them.  

That fifth day my son who'd been feeding him and taking him jogging left for a three day campout so I started feeding him.  That's when he quit eating.  I went online and read about different diets and tried feeding him baked sweet potato mixed with some cooked hamburger.  He scarfed it down and then wouldn't touch it the next day nor since.  He refused to eat for about 2 to 3 days and we tried other things.  He seems to be in the pattern of - he'll refuse to eat for two to three days then he'll eat if it's something we've never fed him before (then he'll never eat it again) then refuse to eat for two or three more days.  It almost seems like it's hard for him to chew the food.  

He still drinks water but he has diarrhea - when he does have a bowel movement which is not real often.  He tries to go but just can't seem to go.  Some days he'll lay around almost the entire day and seem pretty lethargic.  Other days he seems to have no energy in the am or pm but seems ok the other half of the day.  He's not very active anymore and dropped 10 lbs the first week we had him.  He's at 45 lbs right now.  

We've taken him to two different vets - the first one took his temperature, told us there was nothing wrong with him and sent us home.  The second one ran blood tests, said the muscles in his jaws and neck had atrophied (I believe that was the word he used, he said there was no muscle there)and that something sure seemed to be wrong but the blood test came back just fine.  He suggested cortisone shots and B12 shots ( which we have not done yet).  

I'm at my wits end.  He acts like he's hungry and he wants to eat but he just won't.  Instead he makes a motion with his nose as if he's trying to bury it.  

He finally took raw hamburger (the vet's suggestion - sort of) yesterday and seemed to relish it but today he won't even touch it.  He looks miserable and like he doesn't feel good at all - that may be from not eating. He seems to be getting weaker and we're not sure what to do to help him.  

We don't know if he's stressed from the move, if he's having a hard time with the puppy we adopted, they seem to get along fine but we didn't let him bully the puppy when we first got them, now the puppy seems to give him a hard time.  We don't know if it's mental or physical.  

Do you have any suggestions?  We'd sure appreciate any advice.

Hi Wendy,

I am sorry to hear about your terrible with the dog. You have done everything I would suggest.  When my dog is sick, I give her hamburger(cooked) and white rice.  That helps with upset stomachs and diarrhea.  Huskies don't eat a lot, but she shouldn't be refusing hamburger and other human foods.  I would try the RAW diet.  If this doesn't work then I would take him back to the vet and tell them I you want more done to figure out why he isn't eating.  The cortisone shot and B12 might not be a bad idea either.  I am sorry that I can't be much help either.  I am enclosing a couple links about RAW diet.
