Hello, My husky is 2 years old large clumps of hair are coming out he is constantly licking his back (a lot dripping wet) is this normal during blowing their coat or possible skin allergy or irritation. Any info would be greatly appreciated

Some dogs do lick (the fur falling out can itch) during coat blow, so nothing you are describing there seems out of place.  One thing I would check, and it is much easier during coat blowing season, is check for skin irritation.  If the skin looks red or irritated, it might be an allergy, but most of the time, the dogs simply are trying to get rid of the excess fur.
