Question
What is the "Contintental Kennel Club?"  My daughter purchased
a pomeranian puppy from a breeder who advertised on her
website that she had high quality AKC registered  puppies. The
breeder told her she would receive registration in a few weeks.  
About a month and a half after she brought the puppy home she
received an application from the breeder to register the puppy
with the Contintental Kennel Club.  There is also a fee to do this.  
Is this normal?  From the site, my daughter paid  a premium for her
puppy, understanding it to be AKC registered by the breeder.

It looks like your daughter may have been "had".  There is a BIG difference between the Continental Kennel Club and the American Kennel Club.  The CKC (not to be confused with the Canadian Kennel Club which IS reputable) is a "pet" registery that anything of any origin can be registered with.  They do not even require proof of lineage.  If the breeder you bought from missold and/or misrepresented this puppy to you then you have grounds to sue her.  There is a HUGE difference between the 2.  You can ask for the proof of registration from the parents and if they are registered AKC then your puppy can be too... if they are not then neither can your puppy.  How much did she pay? I know "premium" is open to interpretation.  If it was $500-600, that is reasonable for a quality pet Pom pup.  But if you paid considerably more then I would suggest you try to do something to make this right for your daughter.
The fee is typical.  And you would have to pay about $15 to register your new pup with AKC as well.
