My 2 year old Westie has a pink, swollen bubble-shaped area on the top front of each paw.  He is an inside pet, and outside for walks and bathroom.  
What could have caused this or what is it?

Hi Susan!  I would definitely suggest a veterinarian visit for a physical examination of these lesions.  This could be caused by a bug bite, or by chemicals sprayed on the lawn, or simply an allergy.  Your veterinarian may want to do a skin biopsy, which is a very simple procedure, to pinpoint the exact cause of these lesions and to understand what the best treatment would be.
