weaning litter

Question
I have a question on weaning and a bit worried. My akc german shepard had a litter of 6 males. They are 3 weeks and 3 days old., they have their teeth. The mother has some milk in her teats but not as much as noticed before. She growls at them when they feed on her also reslting in her not feeding as oftern/much though she does not want them to lap on the ebsilac so she eats it so when she is not around the pups lap well on that now for 4 days and am now on 2nd Step. The mother still feeds off and on for short periods (not enough)every since the teeth came in last week.

My problem now is I do not know when I can give them kibbles plain (no water). One day I ground up some of Natures Choice Puppy Large Breed Controlled Growth Formula with water to be fairly runny more than pasty, they ate that well though none of them are drinking water eventhough they know where it is and I keep it clean and fresh and the next day they had a very pasty (constipated looking) stool though they are urinating well

This is what I am hoping you can help me on:
1.) How do I wean them further when they are not interested in the water? If they eat the watered blended dry food and dont drink water what will happen? Will it come natural for them to drink then?
2.) When can I put in just the plain food and water?
3.) The reason I am so worried is about every 4 hours they get screaming and act starving especially if mum comes in and then leaves right away. They seem to be of good weight though perhaps last few days screaming of hunger more.

THANK YOU SO MUCH, I APOLOGIZE FOR THE LENGTH, I WANTED TO GIVE YOU AS MUCH INFORMATION AS POSSIBLE. AS YOU CAN SEE, THIS IS NEW TO ME AND I WOULD APPRECIATE ANY INFORMATION YOU CAN GIVE ME AT ALL - GREATLY. THANK YOU FOR YOUR TIME

Answer
go ahead and continue to mix puppy food with milk replacer till they are about 5-6 weeks old. they need that extra protien. DO offer water daily.

at around weeks 5-6 start incorporating water to the diet instead of the milk replacer- you may have to water the replacer down for a bit.

plain food and water around week 6.

Puppies must be fed every 3-5 hours. Feed them till full too. :)
