Answer

Ovitrol products
Sevin dust only kills adult fleas. You are correct about the carpets and house-but not for adult fleas, but for the larvae and eggs.
The biggest issue with fleas is not what you see but what you don't.

This web page will help you understand the life cycle of the flea:

it is the same for dogs.
The basic premise is that you have to have an effect the larvae, eggs and adults, because you cannot have any effect on the cocoons. For that you need an IGR, or Insect Growth Regulator. Ovitrol sprays, powders and bombs have an IGR in them that is very effective.

Once you have knocked down most of the immature stages you might want to get your pets on Sentinel or Program, which has the flea hormone Lufeneron in it,  to sterilize all the fleas so that pretty soon all they lay are eggs that won't hatch. Since the larvae eat the flea feces that falls off of the pet, once they are on these products the feces will have the hormone in it and will make the larvae unable to spin a cocoon and the eggs unable to hatch.
There are many forms of treatment but make sure you get one with the IGR in it. Spot-ons like Advantage and Frontline do NOT have an IGR in it.

I am adding an image that shows a waiting room at a vets with a whole row of Ovitrol products on the top shelf (they are black, red and white).

I hope that helps! Let me know if you have any other questions.
