Cat Not Peeing

Question
I notice today my 2-year old cat keeps going to Litter box and outside trying to pee, but nothing is happening.
What is the problem?
Is it a UTI and should I take her to the Vet?

YES GET TO THE VET...It may be a UTI or there could be bladder stones (or crystals/grit/sand) causing some type of blockage.  Feline Lower Urinary Tract Disease can be life threatening if left untreated...males are more prone, but females can have problems too.
