My 8-month old puppy went into her first heat on 6 May 2008, and the bleeding lasted for over 3 weeks already.  During the third week I started to notice urine in her nappy (which I used to blot the blood).  The urination outside of usual relief time continued for over a week.  Now is the 4th week, and she's no longer bleeding and her private part is no longer swollen.  But she still shows incontinence when she's relaxed and asleep and wets her beddings.  Is it normal?

No, this is not usually normal. Most bitches do not bleed for three weeks either. They only bleed from day seven to day 14 or 15 but not past that.
Breeding times are right after the bleeding stops- from day 14-16.
If she is still wetting in her sleep or otherwise, she is having some hormonal problems.
If you are not breeding this dog later she should be spayed. That usually clears this up.
However, if you are breeding her when she turns two, then you need to get her into the vet to evaluate her for a bladder infection or hormones issues.

He or she can discuss with you the options you have to treat incontinence. One of them is a drug called phenylpropanolamine.
It acts like a decongestant to dry them up a bit.
Your vet can help you more with that and other options.
