My boxer's skin is raw under his eyes (those creases that run down his face from the corner of his eyes) his eyes are always draining. what is causing this?

Answer
Either the dog is making too much tear film or it is not draining tears properly.  YOur vet will have to examine the dog's eyes to determine which.  The skin under the eyes is wet all the time and it is causing the sores.  One thing you can do is to use an antibiotic/steroid ointment to heal it and then use vaseline under the eyes to allow the tears to roll off of the skin and not keep that area moist.
