dry skin on chi

My chi has dry skin near her tail and up her back . I was just wondering how i can help her clear this up, I am trying the Cortaid that the vet told me to try but not helping . She scratched so much one night i guess , that she was bleeding on back , or it was red . How can i clear this up for her ? It is hot here and was wondering if that would have any effect on things, she also , goes outside  during the day , try to give her a bath once a week ! I know she is itching ? any ideas?
